Although AI can be harmful in the wrong hands, it offers powerful tools that help detect, prevent, and combat CSEA.<\/span><\/p>\n<p><strong>AI as a Safeguarding Tool<\/strong><\/p>\n<p><span style=\"font-weight: 400\">AI can sift through vast amounts of data, including textual and visual data and user behaviour,\u00a0 with incredible efficiency and accuracy.<\/span><a href=\"https:\/\/bpasjournals.com\/library-science\/index.php\/journal\/article\/view\/1239\"><span style=\"font-weight: 400\"> AI content moderation<\/span><\/a><span style=\"font-weight: 400\"> automatically assesses and filters user-generated content, removing explicit or illegal material. In the field of child safety, this is particularly useful as Machine Learning algorithms and<\/span><a href=\"https:\/\/www.emerald.com\/insight\/content\/doi\/10.1108\/978-1-83982-848-520211054\/full\/html\"><span style=\"font-weight: 400\"> image recognition technology <\/span><\/a><span style=\"font-weight: 400\">can <\/span><a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-031-09691-4_5\"><span style=\"font-weight: 400\">identify, categorise, and flag instances of abuse and Child Sexual Abuse Material (CSAM)<\/span><\/a><span style=\"font-weight: 400\"> with high accuracy and promptness.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Beyond content recognition, AI algorithms are effective in <\/span><a href=\"https:\/\/ieeexplore.ieee.org\/document\/10013853\"><span style=\"font-weight: 400\">analysing dark web activity, <\/span><\/a><span style=\"font-weight: 400\">uncovering and dismantling networks of exploitation and trafficking. In 2024, The Internet Watch Foundation (IWF) observed <\/span><a href=\"https:\/\/www.iwf.org.uk\/media\/nadlcb1z\/iwf-ai-csam-report_update-public-jul24v13.pdf\"><span style=\"font-weight: 400\">an increase of over 3,500 new AI-generated CSAM <\/span><\/a><span style=\"font-weight: 400\">compared to last year&#8217;s 3,000 images. These AI-based detection tools need to also be able to detect AI-generated CSAM material.\u00a0\u00a0<\/span><\/p>\n<p><strong>Recommendations<\/strong><\/p>\n<p><span style=\"font-weight: 400\">A <\/span><a href=\"https:\/\/query.prod.cms.rt.microsoft.com\/cms\/api\/am\/binary\/RW1nuJx\"><span style=\"font-weight: 400\">strong and coordinated response <\/span><\/a><span style=\"font-weight: 400\">involving tech companies, law enforcement, governments, and child protection organisations is necessary to mitigate AI\u2019s potential harm while maximising its benefits. This includes sharing data, <\/span><a href=\"https:\/\/www.europarl.europa.eu\/topics\/en\/article\/20230601STO93804\/eu-ai-act-first-regulation-on-artificial-intelligence\"><span style=\"font-weight: 400\">developing common standards<\/span><\/a><span style=\"font-weight: 400\">, regular monitoring, and creating<\/span><a href=\"https:\/\/www.weprotect.org\/blog\/navigating-ai-regulation-mitigating-the-risks-of-generative-ai-in-producing-child-sexual-abuse-material\/\"><span style=\"font-weight: 400\"> accountability frameworks<\/span><\/a><span style=\"font-weight: 400\"> to ensure that AI is used ethically and safely. A crucial step is to implement <\/span><a href=\"https:\/\/info.thorn.org\/hubfs\/thorn-safety-by-design-for-generative-AI.pdf\"><span style=\"font-weight: 400\">\u2018safety by design\u2019,<\/span><\/a><span style=\"font-weight: 400\"> that is, prioritising child safety in the development of AI technologies by creating safeguards to prevent the creation and distribution of AI-generated CSAM.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Additionally,<\/span><a href=\"https:\/\/bpasjournals.com\/library-science\/index.php\/journal\/article\/view\/1239\"><span style=\"font-weight: 400\"> education and awareness<\/span><\/a><span style=\"font-weight: 400\"> are important. Parents, educators and children need to be well-informed about the potential risks and harms associated with AI. Digital literacy programmes that empower young people to recognise manipulative behaviour can promote the safe and responsible use of AI technologies.<\/span><span style=\"font-weight: 400\"><a href=\"https:\/\/www.thorn.org\/blog\/generative-ai-principles\/\"> Ongoing research<\/a> i<\/span><span style=\"font-weight: 400\">s essential to understand the evolving threat landscape, develop new tools and techniques to combat AI-facilitated abuse and ensure AI technologies are used ethically and effectively to protect children.
